Waters, Phyllis Wheatley, ca. 1878-1973

Phyllis Wheatley Waters (ca. 1878-1973) lived most of her life in Indiana. She graduated from the University of Michigan in 1917 and taught in Indianapolis public schools from 1920-1968. Waters was active in state and local politics, and sat on the Indianapolis City Council in 1967. She was vice president of the Indiana State Teachers Association and served on the executive boards of the Indianapolis Education Association and the Indianapolis Grade School Teachers Association. Waters was also a philanthropist and served on the boards of several community organizations.
