The Department of Executive Administration served as the central point of coordination within the Panama Canal Commission on policy and administrative matters, particularly as they related to the Administrator, Deputy Administrator and Board of Directors. It provided executive secretariat and protocol services for the Administrator, Deputy Administrator and the Board. The Department advised and represented the Office of the Administrator on policy matters; and developed and coordinated policies and agency positions, including those related to the Panama Canal Treaty and the use of areas made available to the Commission. It served as the agency's primary point of coordination with the U.S. Forces and the Government of Panama on such treaty transition issues as base reversions, property transfers, land use requirements .and interagency support arrangements. The Department also provided U. S. representation on the binational Coordinating Committee and the Ports and Railroad Committee. As appropriate, it also interfaced with the Government of Panama on matters involving "reverted areas", and served as the principal channel of communication with the American Embassy, the U.S. Forces, other U.S. Government agencies and the Government of Panama. The Department conducted all public relations and information activities of the agency and promoted a general understanding of the objectives and operations of the Panama Canal, thereby developing a favorable image of the organization. It also provided agency-wide master planning for the use of Commission lands, waters and facilities, and performed industrial engineering, productivity and manpower analysis studies for the agency. The Department provided a variety of administrative services for the Administrator and other Commission units. It administered the Information Security Program, and the Ethics in Government, Freedom of Information, and Privacy Acts.
