Student Affairs professional who served as a counselor at Chicago State University, Dean of Students at Georgetown University, architect of the earliest federal financial aid programs while serving at the U.S. Office of Education, and finally as Professor of Education at The Ohio State University; he played a substantial role in the emergence of ACPA and NASPA as the primary shapers of the profession and its future.
