Edmund Norwood Bacon served as Managing Director of the Philadelphia Housing Association from 1940 to 1943. From 1946 to 1949 he was Senior Land Planner of the Philadelphia City Planning Commission, and in 1949 he was made Executive Director. He was the author of Design of Cities, published in 1967.

Madeline L. Cohen taught Art History at Community College of Philadelphia for twenty-six years, beginning in 1978, heading the Art Department from 1990. She was born in Brooklyn, and received a B.A. from Brooklyn College in 1966. She was awarded the Ph. D. in History of Art by the University of Pennsylvania in 1991 for a dissertation titled: Postwar city planning in Philadelphia : Edmund N. Bacon and the design of Washington Square East. She received two National Endowment for the Humanities grants to study modern cities, and she had lectured at the Leeds College of Art and Design in the U.K. She died in Philadelphia in 2005.
