Illinois. Public Utilities Commission

The Illinois Public Utilities Commission (1913-1921), succeeded the Illinois Railroad and Warehouse Commission in the supervision of Illinois public utilities. The five commissioners were authorized to collect fees for providing certified copies of their proceedings, orders and reports; to establish a uniform accounting system for public utilties; to regulate stock, bond, and security sales, rate increases, railroad crossings, and contract, sales and utility lease terms. They also proposed legislation and conducted hearings on public utility management. In 1917, the commission, the Chief Inspector of Grain and warehouse registrars, was made an independent unit within the Dept. of Trade and Commerce, where it remained until the establishment of the Illinois Commerce Commission (1921).
