Holmes, James F. (James Franklin), 1945-
James Franklin Holmes was born November 1, 1945 in Leesburg, Georgia, a son of Rosa Johnson and Benjamin Holmes. He married Elaine Durham on August 06, 1976. He received a BA from Albany State College, Albany, Georgia, in 1967. He served with the U.S. Army Reserve, as a Sergeant 1st Class, from 1970 through 1976. Holmes served with the Bureau of the Census in Detroit, Michigan, office as a survey statistician from 1968 through 1973 and as program coordinator from 1973 through 1979. He then served as assistant regional director of the Bureau of the Census' Kansas City, Missouri, office from 1979 through 1982; and as assistant regional director of the Los Angeles, California, office from 1982 through 1983. From 1983 to 1985, Holmes served as regional director of the Bureau of the Census, Philadelphia, Pennsylvania, regional office, and as regional director of the Atlanta, Georgia, regional office starting in 1985. He served as acting director of the Bureau of the Census from February through October 1998.
