Mayor, lawyer. Educated at Harvard (A.B. 1875, LL.B 1880, LL.D. 1909). Harvard lecturer on Municipal Government, Budget-Making, and City Charters (1909-1917). Founder of the Young Men's Democratic Club of Massachusetts. Mayor of Boston for four terms (1891-1894).
