Kansas. Board of Regents

The State Board of Regents was created in 1925 and consisted of nine members appointed by the Governor for four-year terms. The Board took over the powers and duties exercised by the State Board of Administration in regards to the University of Kansas (Lawrence), the Kansas State Agricultural College (Kansas State University - Manhattan) and all branch experiment stations, and the Kansas State Teachers Colleges at Pittsburg, Emporia and Hays, with the exception of the duties conferred by law upon the State Business Manager relating to these institutions. In 1939, a new board (called the Board of Regents) was created, still holding the same duties to the above-named institutions and also taking over governance of further institutions that had reamined until then under the control of the Board of Administration. These institutions included the Kansas Institutions for the Education of the Blind and for the Deaf and Dumb, as well as the Vocational School at Topeka and the Western University of Quindaro. In 1999, duties related to community colleges and technical schools were transferred from the present State Department of Education to the Board of Regents. Primarily the Board deals with educational policies, programs, services, providers, and other systems in an effort to improve and maintain the high quality of education in Kansas. The KBOR does not grant degrees, but rather oversees state institutions that do. The Board also coordinates such vital programs as the Adult Education program, the Qualified Admissions curriculum for high school students, financial assistance for education, and many others.
