Agricultural engineer. Assignments included work as superintendent of University of California's Imperial Valley Experimental Farm, 1907-1917 and Delhi State Land Settlement, 1920-1924; irrigation consultant in Mexico, 1926-1929; work with the Agricultural Adjustment Administration, Resettlement Administration, Farm Security Administration and Central Valley Project; land consultant to the Governor of Puerto Rico, 1945-1947; work in Greece as irrigation and reclamation expert under the Truman Doctrine and Marshall Plan; interest in public water and power and migrant labor problems.
