Iturrigaray y Aróstegui, José de, 1742-1815
In the late 18th century, the viceroys in New Spain had reinforced their power and influence as a result of economic reforms. Tensions had been created by the privilege the viceroys possessed regarding the supervision of incomes and expenses of "Bienes de comunidad, propios y arbitrios" of towns and villages in New Spain.
