Coulter, Hilda,
Hilda Coulter, a lifelong resident of Phenix City, helped lead women's groups' and other citizens' efforts to reform Phenix City, Ala. in the mid-20th century. She served as an officer in the Russell Betterment Association Auxiliary and directly participated in many activities to clean up the town.
