Minnesota. Children's Bureau

The Minnesota Council on Adoptions gathered, studied, and evaluated information relative to the placement of children in permanent homes and made the material available to the community. Active membership was limited to those individuals (case workers and case supervisors) actually working with the adoption of children or those involved with the supervision of children at state institutions. Associate members were considered upon application. Membership was drawn from various agencies in the Twin Cities area as well as the St. Cloud Orphan Home and the Owatonna State School. Prior to April, 1936, the organization was known as the Child Placement Council.
