Phelps, Ralph, 1859-1930.
Born in Detroit on November 14, 1859 to Ralph Phelps Sr., and Jane Phelps, Ralph Phelps Jr. was educated in the public and high schools of Detroit. He graduated from the University of Michigan in 1879 with a law degree. Phelps practiced in Detroit, becoming a member of the Common Council in 1883 and two years later was appointed president. In 1886-1888, Ralph Phelps Jr. was acting Mayor of Detroit. He was active in the building of the new post office, and was treasurer of Wayne County, 1886-1890. He served as commissioner of police, 1897-1902. Phelps was connected with various business interests, and was Public Library Commissioner from 1905-1917. He was also an active Mason. Phelps died in Detroit in May, 1930.
