Joyce Pomeroy Schwartz grew up in Brooklyn, New York. She received her BA in English Literature and American History from Hunter College, and her MA in Art Education at New York University. Soon after, Schwartz became involved in both the political and art scenes in New York City, sparking her interest in art in a public context.

In 1967, Schwartz opened and managed a gallery specializing in fine art photography called “The Photographer’s Gallery” until its closing in 1971. In 1979, she helped found ArtTable, a group of women dedicated to talking about the role of women in the art world. From 1973 to 1981, she worked as the Director of Commissions at Pace Gallery, developing programs in public art and architecture.
