In 1913, Milton E. Gibbs was nominated by the Governor to become State Hospital Commissioner. There was substantial opposition to Gibbs, a Rochester attorney, especially from local Democratic Party committees. Among the opposition were individuals who charged Gibbs with financial wrongdoing in representing them in a Rochester legal case. Apparently the opposition forces were successful as Gibbs did not serve as State Hospital Commissioner.
