U.S. Senator, U.S. Congressman.
Withers was born in Webster County, Ky. and began practicing law there in 1911. He was a member of the Kentucky Highway Commission from 1932-1936 before serving as Commissioner of that agency from 1947-1949. In filling the vacancy created by Senator Alben W. Barkley's resignation, Governor Earle Clements appointed Withers to the U.S. Senate, a position he kept from January 20, 1949 through November 26, 1950. Withers served in the Kentucky legislature from 1951-1952 before being elected in 1952 to the U.S. House of Representatives, where he served until his death.
