This was one of several regional transportation studies undertaken by the state in compliance with the U.S. Federal Aid Highways Act of 1962. The act stated that federal aid for transportation projects in urban areas of over 50,000 people would be denied unless the projects were based on comprehensive transportation planning developed by the state and community by July 1, 1965. For the Capital District study, the Department of Public Works created a policy committee and contracted for aerial photographs and base maps.
