IMR was established as a UC-wide research institute on January 13, 1954 by President Robert Gordon Sproul. Its objective was to "foster research, education and public service...in the development of fisheries and other resources of the sea for the benefit of the people of California." IMR was located on the campus of the Scripps Institution of Oceanography UCSD and was governed by a director, an executive committee and an advisory council.
