The National Lutheran Council (NLC) was established on September 6, 1918 as a common agency of participating Lutheran church bodies to administer domestic programs, publicize Lutheran activities and beliefs, and provide overseas emergency relief to areas devastated by World War I. In 1952, the NLC created a Committee on Theological Cooperation to cooperate with the Lutheran World Federation's Department of Theology. This Committee and later its successor, the Department of Theological Cooperation, created in 1956, administered the American part of the Lutheran World Federation's exchange and scholarship program which brought.

European theological students to the U.S. and sent American students to Europe. The Department cooperated with and assisted the LWF Department of Theology in its activities.
