In 1973, the LCUSA's Division of Mission Services and Division of Welfare Services merged to become the Division of Mission and Ministry (DMM). DMM conducted regional mission planning consultations, clinical pastoral education work, social ministry programs, and cooperative work with LCUSA related agencies regarding domestic disasters, housing, ministry with veterans, and social services. The Office of National Youth Agency Relationships was established under the auspices of the General Secretary in 1967 to administer religious emblem programs to youth and adults in civic youth-serving agencies; encourage participation by Lutherans; coordinate efforts of LCUSA churches and civic youth-serving agencies; and provide the continuation of a common.

It was a department of the DMM from 1976 through 1982 at which time it became the DMM's Youth Agency Relationships program. The LCUSA was terminated in 1987 at the founding of the Evangelical Lutheran Church in America (ELCA).
