Carper, Thomas R., 1947-
U.S. Representative from Delaware, 1983-1992. Born in Beckley, West Virginia, 1947. Graduated from Ohio State University in 1968 with a bachelor of arts in economics. Served as a flight officer in the U.S. Navy, 1968-1973. Attended the University of Delaware earning a master's degree in business administration in 1975. Elected state treasurer in 1976, re-elected in 1978 and 1980. In 1982 elected to Delaware's lone seat in the U.S. House of Representatives. While serving in the House of Representatives he worked on both financial and environmental issues among others. At the end of five terms in Congress Carper was elected governor of Delaware in 1992.
