The Office of Alcoholism and Substance Abuse Services is an autonomous unit within the Dept. of Mental Hygiene created by the consolidation of the former Division of Alcoholism and Alcohol Abuse, and the Division of Substance Abuse Services (Chapter 223, Laws of 1992). The Office plans, promotes, and coordinates programs in the prevention, education and treatment of all aspects of alcoholism, alcohol abuse, substance abuse dependence, and chemical dependence to provide a comprehensive service delivery system for New York State.
