Arkansas. Military Governor (1862-1863 : Phelps)
John S. Phelps was appointed by President Lincoln military governor of Arkansas in July, 1862 after the federal capture of Helena, Arkansas. Phelps at the time was a U.S. representative from Missouri. Amos F. Eno was selected to serve as secretary. July 9, 1863, by order of the President, the appointment of Phelps as military governor of Arkansas and Eno as secretary was abolished.
