William J. Latta was born on Nov. 21, 1852 in Chester County, Pa. His father, Dr. William Sutton Latta (1822-1872), was the first surgeon of the Pennsylvania Railroad. William J. began working for the same railroad company as a telegraph operator at the age of 18. He climbed through the ranks to become agent of the railroad, a position he held until his retirement in 1899, William J. was also an avid collector of Napoleaniana.

William J. Latta married Kitty Nigh Bingham; they had five children: Margaret, William, Jr., Katherine, Mary, and Rachel. They lived at 430 Westmoreland Ave. in the Chestnut Hill section of Philadelphia in a home known as "Grey Arches." For periods of time William and Kitty Latta's unmarried sisters resided at the home. "Grey Arches" remained in the possession of the family until it was torn down in 1958. The Lattas also had a summer home, "White Cedars," in Rockport, Maine.
