Byrum E. Carter was appointed Chancellor of Indiana University's Bloomington campus in 1969 after serving for two decades as a faculty member. Carter presided over the Bloomington campus during a politically volatile period which witnessed student demonstrations such as the 1969 boycott and the Ballantine Lock-In. His administrative responsibilities included campus academic program development and supervision of student services. In 1974, IU underwent a massive reorganization. At this time, Carter was appointed Vice President of the Bloomington Campus, and was responsible for overseeing the College of Arts and Sciences, the Graduate School, the School of Music, the Indiana University School of Law, Graduate Library School, and the School of Health, Physical Education, and Recreation. among other duties. He served as Vice President until 1975. Carter was noted for his scholarship and work in the classroom. He retired in 1986 with the title Professor Emeritus of Political Science.
