Washington (State). Board of Audit and Control
Between 1871 and 1897, state institutions were supervised by the governor and boards of trustees. In 1897, Washington House Bill 364 authorized the creation of the State Board of Audit and Control, the principal function of which was to audit the accounts of the Commissioner of Institutions. The Board began operations on 1 Apr. 1897 and oversaw the following five institutions: Western Washington Hospital for the Insane, at Fort Steilacoom; Eastern Washington Hospital for the Insane, at Medical Lake; the State Penitentiary, at Walla Walla; the State Reform School, at Chehalis; and the State Soldiers' Home, at Orting. The Board was not responsible for the State School for Defective Youth in Vancouver, which continued to have its own board of trustees. The Board of Audit and Control was superseded by the State Board of Control in Apr. 1901.
