Admitted to Bar in Pennsylvania, 1929; practiced law in Uniontown, PA, 1957-1961; U.S. District Judge (Western District of PA), 1961-present. Author of books on the ratification of the Constitution and its first ten amendments, also writings on Thomas Jefferson.
