BIOGHIST REQUIRED This agency was established in 1964 by a coalition of settlement houses and philanthropic institutions to provide social services to public housing residents on Manhattan's upper East Side. Programs were later extended to all area residents, and include day care, Meals on Wheels and vocational counseling.
