Mustard, Harry S. (Harry Stoll), 1889-1966

Harry Stoll Mustard was born in Charleston, South Carolina in 1889. After receiving his medical degree from the Medical College of the State of South Carolina in 1911, Dr. Mustard became a pioneering figure in public health. Dr. Mustard served as both an educator and official of public health. He was a professor at the Medical College of the State of South Carolina, Vanderbilt University, the University of Kentucky, the University of Pennsylvania, John Hopkins University, and Columbia University. Dr. Mustard served as Scientific Assistant and Assistant Surgeon for the United States Public Health Service, Director of the Commonwealth Funds Child Health Administration in Tennessee, Assistant Commissioner of Health in Tennessee, Director of the Eastern Health District of Baltimore, Maryland, and as Health Commissioner of New York City. Dr. Mustard was also a prolific writer and speaker on matters of public health. Books authored by Dr. Mustard include "An Introduction to Public Health", "Rural Health Practice", and "Government in Public Health". Journals in which Dr. Mustard was published include the Southern Medical Journal, Southern Agriculturist, the American Journal of Public Health (which he was also editor of), and the Journal of the Association of American Medical Colleges. Dr. Mustard's contributions to public health and welfare include the promotion of district health centers to establish positive relationships with communities, educational campaigns against sexually transmitted diseases and air pollution, and preventive health clinics. One of Dr. Mustard's more controversial decisions as Public Health Commissioner of New York City was to limit the number of dogs allowed in city households. Dr. Mustard died in 1966 after suffering a stroke.
