After the Spanish-American War, the United States Military Government of Cuba, under the direction of Leonard Wood, spent nearly half its budget between 1898-1902 on public works projects, including building roads, bridges, and wharves, cleaning and paving streets, purifying water, building and maintaining hospitals, and disposing of refuse.
