Gould was president of Antioch College, 1954-59; chancellor of the University of California at Santa Barbara, 1959-62; president of the Educational Broadcasting Corporation, 1962-64; chancellor of the State University of New York, 1964-70; chancellor emeritus, 1970- ; vice president of the Educational Testing Service and president of the Institute for Educational Development, 1971-74; chairman of Commission on Non-Traditional Studies, 1971-72; educational consultant, 1975-85; chancellor of the Connecticut Commission on Higher Education, 1976-77; trustee of the Teachers Insurance and Annuity Association (TIAA), 1968-76.
