Floyd, Picot B., 1913-1989.
Picot Boisfeuillet Floyd was born on 18 August 1931 in Savannah, Georgia. He was the son of Marmaduke Hamilton (1888-1949) and Dolores Boisfeuillet Floyd (1887-1966). He graduated from St. Mary's College in Baltimore, Maryland with a B.A. in philosophy and education. He then attended George Washington University where he received his M.A. in public administration. Floyd served three years in the United States Coast Guard as a lieutenant (junior grade) and was honorably discharged in 1956. He was married to Mary Mullarky Keating (b. 1929), the daughter of James Michael and Marcella Harty Keating from Savannah, on 26 December 1959 and had three sons. Floyd worked as professor at the University of Georgia's Institute of Georgia, a staff writer for the Savannah Morning News, and had a successful career in public administration. He was the assistant city manager for Alexandria, Virginia and Savannah. He served as the city manager for Savannah from 1967 to 1971 where he was also the first executive director of the Historic Savannah Foundation. Floyd left Savannah in 1971 to pursue a career as senior vice president of the technology application program with the International City Management Association in Washington, D.C. In 1973, Floyd was named the city manager of Clearwater, Florida and later became the county administrator of Hillsborough County, Florida in 1977. Floyd also taught at the University of South Florida and had taught masters' degree programs in public administration to military personnel in Turkey and Germany. He earned his PhD in applied anthropology in 1988 from the University of South Florida. Floyd died 8 February 1989 in Tampa, Florida and is buried in Bonaventure Cemetery in Savannah.
