Donald E. Riggs was born on May 11, 1942. He earned his M.A. from West Virginia University in 1966, his M.L.S. from the University of Pittsburgh in 1968, and his Ph.D. in Higher Education Administration and Community Education from Virginia Polytechnic Institute and State University in 1975.

Riggs came to Arizona State University as the Director of Libraries in 1979. During his tenure, he worked to make the University Libraries part of the academy on the Tempe campus. Riggs left ASU in 1990 to become Director of Libraries at the University of Michigan (1991-1996). He accepted a position as Vice President of Information Services and University Librarian at Nova Southeastern University in 1997, where he remained until retiring due to poor health effective December 31, 2007. Donald E. Riggs died on February 19, 2008 in Florida.
