Boggs, Elizabeth Monroe, 1913-

Elizabeth Monroe Boggs (1913-1996), educator, scientist, civil advocate, and lobbyist, was a co-founder of the National Association of Retarded Children (The Arc) and later its President. She was a leader in the drafting and lobbying for disability rights legislation and a member of the PresidentÂ’s Panel on Mental Retardation and later the PresidentÂ’s Committee on Mental Retardation during the Kennedy Administration.
