Standard Securities Corporation.

In 1897, the Spokane Stock Exchange was founded as a sort of gentlemen's club of brokers. One of the members of this Exchange was Paul L. Sandberg, the president of Standard Securities Corporation. Sandberg offered investment opportunities in stocks, bonds and mining securities. Standard Securities corporation had access to confidential reports sent to the Bureau of Mines by its mining engineers in the field. Apparently, at least one of them was also in the employ of the Bureau and Standard Securities Corporation.
