Montgomery County (Md.). Council

The first Montgomery County Council was established by charter in 1948 and took offce in 1949, serving as both the executive and legislative branches.

A revised charter approved in 1968 transferred the executive function from the County Council to an elected County Executive. The Council holds regular weekly sessions, conducts public hearings and work sessions, enacts all local laws, oversees zoning and planning, appropriates funding for the budgets of County agencies, sets property tax rates, and also meets as the County Board of Health.
