Major John Kontz was the Chief of the Property Control Branch of the Reparation, Deliveries and Restitution Division. The latter division was part of the Allied Commission for Austria - U.S. Element (known as USACA), which was in turn a section of the U.S. Forces in Austria. The USACA, which was the organization of civilian government and not part of military tactical units, came under the authority of the U.S. High Commissioner for Austria.
