Hutchins, Francis S. (Francis Stephenson), 1902-

The National Advisory Commission on Rural Poverty was appointed by President Lyndon Johnson to advise him concerning legislative actions needed to implement his "war on poverty." The Berea hearing included testimony from Kentucky Governor Edward Breathitt and 30 other public officials, representatives of nonprofit agencies, and ordinary citizens. The Commission's findings were summarized in a final report entitled The People Left Behind.
