Wynne, Shirley Wilmotte 1882-1942.

Dr. Shirley W. Wynne was New York City Commissioner of Health from 1928 through 1933. He was responsible for a decrease in the mortality rate of diphtheria, sponsor of the noise and smoke abatement campaign and effected the banning of the sale of loose milk; president of the Children's Welfare Federation; former commissioner of Boy Scouts and holder of the Scout silver beaver medal for distinguished service to boyhood.
