Buffalo (N.Y.). Common Council
Charles Oscar Backman was a public servant for the City of Buffalo for 35 years. He began his career in 1895 as a stenographer in the City Clerk's Office and earned promotions to index clerk and chief clerk before being named city clerk in 1924. Backman retired from his position as city clerk in 1930 and died three years later.
