Folgner, Otto, ca. 1852-1931.
Folgner, a native of Germany, had immigrated to the United States in 1881 and was naturalized in Chicago in 1890. He served as a saddler in the U. S. cavalry in the 1890s, and otherwise worked as a harnessmaker. Hugh L. Scott (1853-1934), Folgner's commanding officer at Fort Sill, was army chief of staff 1914-1917, and chairman of the New Jersey State Highway Commission in 1925.
