Kenneth A. Cox was born in 1916 in Topeka, Kansas. He earned his master's degree from University of Michigan in 1941. In 1955 he started his life-long career in communications, first as Special Counsel to the Senate Commerce Committee, then serving as Chief of the Federal Communications Commission's Broadcast Bureau, and from 1963, as FCC Commissioner. He participated in the 1969 Microwave Communications, Inc. license hearing. After more then seven years as Commissioner, Cox joined MCI and at the same time became 'of counsel' at Haley, Bader & Potts, MCI's outside counsel law firm.

Cox was MCI's "top regulatory policy maker and lawyer", and his role in MCI development can be defined as one of key importance. He was involved with every aspect of MCI's Capitol Hill lobbying strategy and served as a liaison between MCI, Ad-Hoc Committee on Competitive Telecommunications (ACCT) and Congressional Subcommittees; he was an important MCI witness in its antitrust suits against AT & T, especially in MCI I. Cox participated in routine regulatory and marketing activities ensuring that standards of legal substantiation as well as accuracy in regulatory and tariff matters were maintained. Through his tenure with MCI, Cox also remained active outside the company, serving as a Chairman of the National Advertising Review Board and being a member of various boards on broadcasting.
