Phillip Donley Brady (b. 1951) received a B.A. (cum laude) from the University of Notre Dame in 1973, and a J.D. from Loyola University Law School in 1976. He served in the following positions: associate, Spray, Gould & Bowers, Los Angeles, California, 1976 to 1978; Deputy Attorney General, California Department of Justice, 1978 to 1979; legislature counsel to Representative Daniel E. Lungren (California), 1979 to 1981; Regional Director, Region IX, ACTION, 1981 to 1982; Director for Congressional and Public Affairs, Immigration and Naturalization Service, 1982 to 1983; Associate Deputy Attorney General, 1983 to 1984; and Acting Assistant Attorney General, Office of Legislative and Intergovernmental Affairs, Department of Justice, 1984 to 1985. He served as Deputy Assistant to Vice President George H. W. Bush, 1985 to 1988; Deputy Counsel to President Ronald Reagan, 1988 to 1989; Deputy Assistant to the President and Director of Cabinet Affairs, 1989; General Counsel, Department of Transportation, 1989 to 1991; and Assistant to the President and Staff Secretary, January 13, 1991 to October 1992.
