Creed Black, a native of Harlan, Kentucky, had a long journalistic career with newspapers in Paducah, Ky., Chicago, Nashville, Savannah, and Wilmington before joining President Richard Nixon's administration in 1969, where he served as Assistant Secretary for Legislation under Health, Education and Welfare Secretaries Robert Finch and Elliott Richardson. He left the government in August, 1970 to become editor of the Phildadelphia INQUIRER, and in 1977 became the chairman of the board and publisher of the Lexington HERALD-LEADER.
