O'Neill, Paul H. (Paul Henry), 1935-
Paul Henry O'Neill was born on December 4, 1935 in St. Louis, Missouri. He received an A.B. from Fresno State College in 1960, attended Claremont Graduate School from 1960 to 1961, completed post-graduate studies at George Washington University from 1962 to 1965, and received an M.P.A. from Indiana University in 1966. He worked as a Systems Analyst for the Veterans Administration, 1961 to 1966, and a Budget Examiner for the Bureau of the Budget, 1967 to 1969. He joined the Office of Management and Budget (OMB) in 1969, and held the following positions: Chief, Human Resources Program Division, 1969 to 1970; Assistant Director, OMB, 1971 to 1972; Associate Director, OMB, 1973 to 1974; and Deputy Director, OMB, 1975 to 1977. In 1977, he left the Federal government to work for the International Paper Company, serving as Vice President, 1977 to 1981, Senior Vice President, 1981 to 1985, and President and Director, 1985 to 1987. After 1987 he served as Chairman and Chief Executive Officer of the Aluminum Company of America.
