Koontz was born on Feb. 21, 1890 in Shepherdstown, WV; AB, Washington and Lee Univ., 1908; AM (1914), Ph. D (1920), Johns Hopkins Univ.; instructor in history and English (1908-09), president (1909-12), Frederick College; prof. of history and political science and dean (1914-17), acting president (1916), Davis and Elkins College; member, editorial staff, San Francisco chronicle, 1921-22; instructor (1922-25), asst. professor (1925-30), assoc. professor (1930-43), and prof. of history (1943-51), UCLA; managing editor, Pacific historical review, 1936-47; published works include The Virginia frontier, 1754-1763 (1925) and Robert Dinwiddie : his career in American colonial government and westward expansion (1941); Koontz died on Aug 6, 1951.
