Reports were submitted annually to the Secretary of the Department of Health by the bureau director who also served as the State Sanitary Engineer. Responsibilities of the bureau include supervising public water supplies, sewage plants, milk plants, and private water supplies including the promotion of sanitary toilets; providing laboratory services for chemical examination of water supplies; promoting malaria control; enforcing plumbing laws and regulations; and investigating stream pollution and emergency sanitary problems such as floods and epidemics.
