The successor body of the Lutheran World Convention, the LWF was founded in 1947 as an international, free association of Lutheran churches dedicated to fostering world-wide Lutheran cooperation and unity in faith, mission, study, and ecumenical participation. To carry out its work, the LWF established national committees from each country with LWF member churches. The U.S.A. National Committee of the LWF (USANC) was administered as the Executive Committee of the National Lutheran Council (NLC) (1947-1966), as a separate standing body (1967-1976), and as Lutheran World Ministries (1977-1987). The Advisory Committee on Church.

Cooperation and Service was responsible for analyzing activites and requests of the LWF Commissions on Church Cooperation and World Service and screening and making recommendations to the USANC regarding the Cooperation Work Line, a term referring to the USANC's work in and financial suport of other Christian organizations' cooperative projects.
