Tahoe Regional Planning Agency created by act of Congress to "maintain an equilibrium between region's natural endowment and its man-made environment". Agency's Governing Body composed of representatives from five California and Nevada counties, one representative appointed by Governor of each state, the director of each state's natural resources agency, a councilman from city of South Lake Tahoe, and a non-voting representative appointed by President of U.S. TRPA passes ordinances which are then enforced by individual local government units. TRPA financed by equal tax assessments from each of the five counties.
