Established in 1977 as the successor body of the U.S.A. National Committee of the Lutheran World Federation (USANC), Lutheran World Ministries (LWM) was a joint agency of the Lutheran Church in America (LCA), The American Lutheran Church (TALC), and the Association of Evangelical Lutheran Churches (AELC). The Summer Institute for Mission program was initiated in 1968 by the Lutheran Missionary Training Committee to train first-time missionaries primarily from the TALC and LCA. In 1973, the program came under Lutheran Council in the U.S.A. auspices and in 1976 was transferred to the USANC. The LWM's Office on Mission Service and.

Development took over the program in 1977. Program directors included Ivan B. Fagre (1968-1977); Jonathon Preus (1978); Robert J. Marshall (1979-1981); and Carl M. Fisher (1982-1986). In 1987, LWM was terminated and its USANC responsibilities were assumed by the Office/Department for Ecumenical Affairs of the newly created Evangelical Lutheran Church in America.
